The structural data gap

The corridor is invisible to customs-based tools.

Since 2022, controlled goods flow into Russia through CIS hubs via parallel imports. But there are no mandatory customs declarations between Eurasian-Union countries - so the diversion leg never generates the record incumbents depend on.
